He says and Amazon.com confirms:
In the Service of Dragons #4 is coming out in September.

Very excellent news I'm going to let all my friends knows about it. We're all reading Kingdoms and the Elves #4 now and I'm getting In the Service of Dragons 1 and 2 then 3.
